Phase I and II: Because AMMTO’s CABLE electric conductor effort has evolved into a two-tiered sub-program with low TRL materials composition fabrication R&D and much higher TRL material system manufacturing/assembly pilot demonstration, SBIR’s mid-TRL sweet-spot is now less appropriate for AMMTO efforts in this area and no new AMMTO SBIR topics have been proposed. AMMTO’s joint efforts with IEDO and BTO on thermal conductors are less bi-furcated and might include an SBIR topic in this area in FY25, however in FY24, severe budget constraints did not permit such a topic.
Phase IIab and IIc: The earliest CABLE SBIR/STTR awards will be eligible in FY25 for Phase IIa (continuation of applied R&D) or IIb (commercialization R&D.
Phase III: Phase II applications that were meritorious but not funded due to funding constraints and/or vetting delays could be funded as Phase IIIs in FY24 or later. However, such funding is unlikely to be available if DOE is funded in FY24 with a year-long FY23 Continuing Resolution—especially if it is one that includes budget cuts.
